Emergency Certificate

There is no need to take an appointment. Applicants can visit the Embassy/Consulate on any working day. For submission of documents : 9:15 am - 11:15 am. Delivery of documents : 11:30 am - 13:00 pm. The service will be on first come first serve basis. Before, approaching the Consular Office to seek required service, applicant must be ready with complete application form and other required documents, as mentioned in the Consulate website. This is important to render better and quick service to the applicants.

Please apply strictly as per your jurisdiction for which you have verifiable proof of address. Following is the Consular jurisdiction of the Consulates: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island and Vermont.

The Consulate reserves the right to reject attestation of documents, the contents of which are objectionable or contrary to the Rules.

Note: Consular Services are not provided to those applicants having Asylee or Refugee visa status.

Before issuance of Emergency Certificate (EC) it is mandatory that Indian nationality of the applicant is confirmed.

An Emergency Certificate (EC) is a one-way travel document which is issued in following cases: (a) validity of Indian passport has expired and applicant has no valid and legal visa status to live in USA. (b) Applicant is under orders of deportation by US authorities and does not have travel document to go back to India. (c) Passport of the applicant is lost/stolen/damaged/misplaced and not traceable. Also applicant is without valid visa status in USA and has to return to India on emergency grounds.

EC is issued primarily with the objective to ensure applicant’s return to India in an emergency situation. Decision of Consular Officer will be final in connection with issuance of EC.

Documents Required: Applicant must submit following documents along with the application form: (i) Nationality Verification Form with a passport size photograph affixed. (ii) Original and photocopy of the Indian passport (in case passport available). (iii) Photocopy of the passport if lost/stolen/misplaced/damaged etc. (iv) Self attested copy of the residence proof (Driving License/Utility Bill/Lease Agreement/Mortgage Deed. In case applicant doesn’t has any of these document, he may submit copy of any of these documents of a person with whom he is staying and also a letter from that person stating the duration for which this individual is staying with him). (v) Four recent passport size photographs (one affixed on application and Nationality Verification From and two enclosed with application). (vi) Self attested copy of the police report in case of loss/stolen/misplaced passport. The police report must have name of the applicant (s) and a reference of loss of passport.

Fee: A non-refundable fee of US$15 (fifteen) + US$ 2 (three) for Indian Community Welfare Fund (ICWF).  Fees should be paid through Cash. Only Cash is accepted at the counter.

PERSONAL CHEQUES, CREDIT CARDS, DEBIT CARDS OR OTHER BANKING INSTRUMENTS ARE NOT ACCEPTED.

Processing Time: Grant of EC is dependent on confirmation of passport particulars and Indian nationality of the applicant. If both things are confirmed at the level of Consulate, EC would be issued within 05 working days or in case of extreme emergency it can be issued same day. However, in case passport particulars and Indian nationality of the applicant is not confirmed at the level of Consulate, matter would be referred to concerned authorities in India and EC would be issued only after receiving confirmation/clearance from India.
