No Obligation to Return to India (NORI) [Waiver] Certificate

There is no need to take an appointment. Applicants can visit the Embassy/Consulate on any working day. For submission of documents : 9:15 am - 11:15 am. Delivery of documents : 11:30 am - 13:00 pm. The service will be on first come first serve basis. Before, approaching the Consular Office to seek required service, applicant must be ready with complete application form and other required documents, as mentioned in the Embassy website. This is important to render better and quick service to the applicants.

Please apply strictly as per your jurisdiction for which you have verifiable proof of address. Following is the Consular jurisdiction of the Consulates Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island and Vermont

The Embassy/Consulate reserves the right to reject attestation of documents, the contents of which are objectionable or contrary to the Rules.

NORI CERTIFICATES ARE NOT PROVIDED FOR MEDICAL DOCTORS W.E.F MARCH 5, 2014 BY EMBASSY/CONSULATES.

Applicants not based in USA may approach the nearest Indian Mission/Consulate to avail NORI service. Applicants applying for NORI from India may approach CPV Division of the Ministry of External Affairs in New Delhi.

Please Note : Total fee mentioned against each service include fee of US$ 2/- (two) towards Indian Community Welfare Fund (ICWF). This is only onetime fee for first copy of attestation/first copy of certificate, for subsequent certificate/attestation (if required) no ICWF fee will be charged. 

How to Apply:

STAGE – I:

1

Download the Miscellaneous Application form and fill it up carefully. Each applicant is required to fill up separate Miscellaneous Application form and affix his/her photograph on the same.

2.

 

Complete the NORI form (both parts): (i) bio data (pdf file) and (ii) affidavit) (pdf file) in 8 (eight) originals.  Notarize all 8 originals and submit with photocopies.

3.

Current valid passport in original and photocopies of the first five pages and last two pages of the passport.

4.

Original and photocopy of the J1 Visa.

5.

Original and photocopy of any of the following documents as proof of residence: US Driving License, Utility Bill, Lease Agreement, State Identity Card, and Mortgage Deed.

Note: Bank/credit card/mobile phone statements are not accepted as residence proof. 

6.

Carry all original supporting documents for presentation to the Consular Officer. Photocopies of these documents may be attached with the application.  Ensure that photocopies of these documents are legible.

7.

Fee:  A non-refundable fee of US$ 62/-

a. Applying in person: The fee is to be paid in cash only.

b. Applying by mail/Post: The fee may be paid through money order/cashiers’ cheque in favor of Consulate General of India, New York. 

Personal cheques, credit cards or other banking instruments are not accepted. Cash is accepted at the counter only

Processing TimeNORI cases are subject to receipt of clearance from all three agencies from India. If applicantsubmitting all required clearance and documents then processing time will be as per below,

a. Applying in person: Application will be processed and handed over to applicant on same day.

b. Applying by mail/Post: Maximum of Ten (10) working days from the date of receipt of postal mail at the Consulate.

Applicant who are applying by Mail/Post: Please send a track able Pre-paid return mailing envelope to Consulate at Consular section, Consulate General of India, 3 East 64th Street (Between 5th and Madison Avenues), New York, NY 10065 (this is must).

Consulate is not responsible for any delay due to Mailing Company

STAGE - II:

The Ministry of Human Resources Development has launched a new portal - http://nori.ac.in for inviting online application for NORI. The online application on the portal has commenced from 27th February 2016.

On receipt of attested forms from the Embassy/Consulate, please send the notarized copies by online through following link: http://nori.ac.in to following agencies in India:

The Regional Passport Office (where your passport was issued initially) in India.

The Home Department of State in India where you belong to.

The Department of Education, Ministry of Human Resource Department, ES-5 Division, External Scholar Ship Division., 2nd floor, Wing-6, West Block -1, R.K. Puram, Delhi- 110 066.

Please note that it is applicant’s responsibility to obtain clearances from the offices in India. Embassy/Consulate will not pursue this on behalf of the applicant.

STAGE – III:

1

On receipt of clearance from all three offices mentioned above, send a copy of all the three clearances along with the CASE NUMBER  to the Embassy/ Consulate (For Details, Please visit https://travel.state.gov/content/visas/en/study-exchange/student/residency-waiver.html)  given by US Immigration authorities (www.uscis.gov ) to Embassy/Consulate..

3.

Current valid passport in original and photocopies of the first five pages and last two pages of the passport.

4.

Original and photocopy of the J1 Visa.

5.

The Consulates in USA will issue the waiver certificate and forward it to the Embassy of India in Washington DC for onward transmission to the Waiver Department, Department of States who will notify the applicant directly regarding its acceptance. A copy of Consulate’s letter to the Embassy will be sent to the applicant.

Apply through Postal Mail:

Applicant who wishes to apply for NORI waiver at Stage I and Stage III, can also avail the service through postal mail after completing the required formalities, as mentioned above.
